The Office of Development is an adjunct office that reports directly to Council. This office is responsible for planning the nation's infrastructure. It works with Council and the Office of Manifestation to bring forth those plans when there are proposals that utilize them.

Infrastructure is a bit more complicated than roads and zoning. It involves life support, cleanliness, beauty, function, accessibility, and physics. In this system, we have eight realms to deal with eight different kinds of physical environments. Each realm is going to have its own unique set of infrastructure requirements. How life support works in one realm is going to be different from how it works in another. How buildings are constructed is going to be different from realm to realm.

The Office of Development is a planning office, like an urban planner or other such planner. They help Council and maybe even the people to come up with plans. The Office of Manifestation is the implementation office.

When anyone works with this Office, they may come up with a plan, but for that plan to be implemented, it has to be proposed via the Office of Priorities at which point it makes its way through the system as normal.
