The Office of Manifestation is the action office in this system. It is the office that brings the proposals into reality for the people. It accepts ratified proposals from the Council of Witness in only two forms: a twenty-four signature unified ratification from the Triune Representatives of the Council, or a one signature order from the Paragon if-and-only-if The Ruler archetype is engaged.

Notice that if The Ruler archetype is not engaged, the Paragon does not have the authority to contact the Office of Manifestation. His or her signature is not counted among the twenty-four Council members under normal circumstances.

In order to bring forth a proposal into the realm of the physical, the Office of Manifestation organizes reality by type of matter: radiant, airy, fluid, and solid. You know these as the archaic elements: fire, air, water, and earth. The thought of above-below is applied to this organization so that the office can accurately cover all scenarios. Above-below specifies a dividing line that separates when one is operating within a material (below) and another material outside of it (above).

• The earth element is subdivided into that which is on the surface and that which is under the surface – subterranean.
• The water element is subdivided into that which is on the surface of the water (surface ocean) and that which is underwater (oceanic).
• The air element is subdivided into that which is in the air – the sky – and that which is above the air – outer space.
• The fire element, representing radiant matter and not actually physical fire, is subdivided into that which is in this dimension and that which is in other dimensions. Anything radiative, such as radiation, is included in the fire element.

All of the above is contained within the Free Will Universe.

The subdivisions are hereafter known as realms. The person in charge of implementing a proposal in a specific realm has the rank of Prince or Princess. This is a technical leadership role that requires they have a full understanding of the realm and its element that they are working in.

It is possible that the Princes and Princesses could be working with elemental beings of their element. They should possess the character and spiritual development required to enable this kind of communication, and at the very least, they'll have to achieve a high character score. They should be conscious of the fact that working with an elemental being is like working with a foreign nation, and they should be as diplomatic and as courteous as possible.

As the roles of Prince and Princess are technical positions, people can apply for them or they are appointed by Council. If they are hired via application, the Council does the interviewing and makes the decision to hire. Princes and Princesses answer and report to the Council of Witness.

As the Princes and Princesses are organized by types of matter, their domain covers every planet and universal body within the territory of the nation.

The Directive of Focus is a message from the Council of Witness or from the Paragon to the Office of Manifestation. It is an instruction that says "build this" with "this" being properly defined.

The special quality of the focus faculty is that it brings all other faculties to bear on the focus of attention. The focus faculty never acts alone. The focus of attention is the thing that is being built. The proposal, as a Directive of Focus, contains within it the results of the work of all of the other offices by their directives. It contains data and impressions from the Office of Feeling, Sensing, Perception, and Data that helped refine the proposal to its present state and ensure all needs and wants are satisfied. It contains the needs and wants that were established by the Office of Priorities. It contains instructions on how to go about implementation by the Office of Reason. It has been vetted by the Office of Rightness as the right thing to do. The proposal is also in alignment with the nation's identity as established by the Office of Identity and will express itself along the guidelines established by the Office of Expression.

The Office of Manifestation will use the light (as knowledge), it will use time, it will use imagination and darkness, it will be motivated and it will bring the I-Am of the nation into the real world as it focuses its efforts on the new project.
