Whether repeating history is the right or wrong thing to do is the determination of the Office of Rightness.
To answer whether a proposal is repeating history, this office must have a good understanding of history.
It must know the nation's history and it must learn the history of other nations so as to learn lessons from them.
Avoiding the repeats of history can be extremely important.
Consider that Earth is a planet that suffers repeated cataclysms.
You will not be able to escape those cataclysms until you learn the lessons of history and work towards escaping them as a society.
That might just be the ultimate mission of this office.
The office must also be very good at forecasting trends.
Its primary function is, of course, to identify that a situation that has happened before is happening again and establish a possibility analysis of the likely outcomes.
Whether or not the likely outcomes are ideal is irrelevant to the function of the office.
It should attach its warning and report in either case so that the information is available to the decision-making offices.
This system can be trusted to make the right decision.
