Overview
The Council of Witness symbolizes You in a Triune Democracy. Specifically, it symbolizes that aspect of yourself that witnesses everything and can be thought of as your true self.
The Council witnesses the life of the nation. It takes in the life of the nation, its current aspirations and struggles, and plots a long-term course for the nation in the reality through time.
They are the captains of the national ship.
Balanced Council
Council must be balanced by sex and one other criteria. That criteria can be race, region, founding family, or some other criteria. The balancing is necessary in order to achieve proper
representation throughout the nation.
Composition
There are twenty-four normal seats and one special seat on the Council. The twenty-four seats are balanced by the above criteria, which is called a Representation Group.
Thus, each Representation Group sends a man and a woman to Council.
There is no such restriction for the twenty-fifth seat, so long as the Character Test and Trials are passed.
The sizing and composition can be adjusted during constitutional amendments, but this is the default template.
In this way, the nation is properly able to consider and handle the needs of each race, region, founding family, and sex in its territory so that no trespass will occur against any of them.
Triune Representatives
The manner in which a Triune Representative is placed on the council is left up to each Representation Group to determine.
Some Representation Groups may prefer democratic elections, others may prefer electoral colleges, others may prefer the strongest among them, others may prefer royal lineage, and still others may prefer direct combat challenges.
It is also possible and permissible for the architects of the nation to determine by what process a Triune Representative is placed on Council, although there is something to be said
for allowing a Representation Group to self-determine its representation in this system.
Everyone on council must achieve a high score on the Character Test, though they do not need to endure the Trials.
Though a Representation Group may put forth its best candidate (by election, etc.), that does not guarantee that they are qualified for the position. Elections do not guarantee qualifications.
Thus, Council members are qualified by the Character Test.
It is important to understand that the rank of Triune Representative is not a rank of command over their Representation Group.
They do not rule over their people. They witness their people's development and they represent them on Council.
The Council altogether makes a decision to direct the nation, which ultimately affects the Representation Groups.
Triune Representatives are free to do whatever they want in this system.
They can operate of their own volition and free will to lead in whatever way they find best.
They can access each office whenever they want.
They can work individually, in small groups, or altogether in unison.
They can work Council as though it were a job or treat it like a Board of Directors.
There are only two rules that really matter: nothing is done without first submitting a proposal to the Office of Priorities; and matured proposals require a unified Council and every Council member's signature for implementation.
Ratification
The Office of Priorities submits a completed proposal to the Council of Witness for ratification. The Council operates by unanimous consent.
All twenty-four signatures are required to ratify a proposal before it can be sent to the Office of Manifestation.
Adjunct Offices
Long-term planning is extremely important for the development of the nation and this is something that Council and its adjunct offices do.
To this end, Council primarily focuses its efforts on managing the nation's wealth, international relations, military (if there is a military), research, and development.
Each of these functions have their own adjunct offices that report directly to Council.
Office of Wealth
This office is responsible for managing the nation's treasury, wealth acquisition and maintenance, and other such revenue, profit, and asset collecting initiatives.
Office of Foreign Relations
This office is responsible for managing the nation's relations with other nations. It works with treaties, diplomatic negotiations and arrangements, matters of protocol, ambassadors, and every other thing related to communication with other nations.
Office of the Military
This office is responsible for managing the nation's defensive and aggressive posture, as well as waging war.
It liaises directly with the Council of Witness and the Office of Manifestation to carry out proposals that involve use of force.
Office of Research
This office is responsible for managing the nation's technological and scientific research. All such technology and scientific processes are publicly available to members of the nation.
Office of Development
This office is responsible for planning the nation's infrastructure. Infrastructure is a bit more complicated than roads and zoning. It involves life support, cleanliness, beauty, function, accessibility, and physics.
