Overview
It is possible to develop a nation that has no need for a military, especially if its people are capable of defending themselves and supported by their government.
If, however, you do need a military, here is how it would fit into the system.
The Office of the Military is an adjunct office that reports directly to Council.
This office is responsible for managing the nation's defensive and aggressive posture, as well as waging war.
It liaises directly with the Council of Witness and the Office of Manifestation to carry out proposals that involve use of force.
The Office of the Military is headed by a Triune Admiral.
The Triune Admiral has the same qualification requirements as Council in terms of passing the Character Test.
The direct reports to the Triune Admiral are Realm Admirals, and these positions map to the Princes and Princesses of the realms, with their character qualification requirements.
This also means there can be a maximum of eight Realm Admirals.
Under the Realm Admirals are Fleet Admirals and the ranking continues from there.
The military operates as its own system and is generally autonomous.
It may auto-defend any part of the nation's territory and border of its own volition by any targetted kinetic or energetic means it has available and deems necessary.
Use of weapons that have the potential for mass casualties, such as bioweapons, chemical weapons, and nukes, require Council's approval.
The military may also auto-rescue anybody calling for help within its range.
The military outranks any and every police force in the nation except the Office of Identity's police force, which outranks the military.
Strategy for military actions is the domain of the Office of the Military.
They should plan the nation's defence, and come up with plans for any kind of aggressive situation as well.
Neither the Council of Witness, the Paragon, nor any of the people have any authority to instruct the military on its planning and certainly not to conduct military operations.
When there is a need for aggressive military action, whether that be acquiring territory by force or waging war,
or even just attacking foreign vehicles and soldiers that are not an immediate defence threat, proposals must be made to the Office of Priorities for these situations.
The processing is the same as what was described for the Office of Foreign Relations.
Which is to say that the proposal runs through the system at least once to determine reasonableness, rightness, and conscionablenesss, and then gets a presentation, debate, and referendum from the people, then it is signed
by Council and an Paragon before being given as an order to the Triune Admiral.
If the proposal process is bypassed by the Council or the Paragon, or if the military under the Triune Admiral acts without a processed order, then this is a red flag corruption event which triggers the Office of Identity.
The Office of Identity's police force will clear out Council and the Paragon as mentioned before.
It will also investigate and clear out everybody in the military who participated in the unsanctioned act.
It will expunge everyone around the one who shot first, as well a their superior officers one or two up the chain of command.
The penalties for corruption are harsh because aggressive acts also affect foreign relations which can have very serious consequences for the nation.
These consequences must be understood and accepted by the people – with their consent – before aggressive actions can be taken.
When the military secures the border around the nation, it should establish a neutral zone so that no one from either side enters the space.
The military may freely patrol their side of the neutral zone as they see fit.
Travellers should cross the zone at appropriate checkpoints by appropriate means.
